Frankie was born and raised in rural Minnesota. Two weeks after receiving her BA from the University of Minnesota, she moved to San Francisco and worked 20 years for the American Red Cross. After the Army moved from the Presidio, she joined TCO in 1995 and worked in maintenance and accounting. Frankie is married to Al Perkins and has two daughters, Musette and Melina.
